Federal Deputy Arthur Lira (PP-AL), rapporteur of the bill that expands the income tax exemption range (IR) for salaries of up to R $ 5,000 per month, said on Thursday (3) that the measure will not result in increased tax burden in the country.
Lira, former mayor and one of the most influential voices in the centrão, stated that he is committed to fiscal balance and tax justice.
“My history of tax reform defense shows the seriousness with which we deal with tax collection. With the IR exemption PL it will be no different,” he said in a statement to the press.

“We want to be able to legislation to taxpayers, based on the commitment not to increase the tax burden.”
Government estimates impact of R $ 26 billion
The project is a priority of the government of Luiz Inácio Lula da Silva (PT) in Congress. According to calculations by the economic team, the proposal can cause a drop of $ 26 billion in the collection. Compensation is being debated with the rapporteur and party leaders.
The Farm Plan, led by Fernando Haddad, is to apply a minimum taxation of 10% over income over R $ 1.2 million per year (R $ 100 thousand per month). The charge, however, would only begin in 2026 – the year of the next presidential election.

But the idea finds resistance in Congress. Lira said that she will seek suggestions from different parties to adjust the text and cover the fiscal break without penalizing the middle class.
PP proposal wants to scale dividends taxation
The Progressive Party (PP) presented an alternative that expands the exemption to up to R $ 5,000 and, at the same time, modifies the taxation of dividends and tax benefits.
The text foresees an exemption for those who receive up to $ 100,000 in dividends per year. Above this value, the taxation would start with a 4% rate and would reach up to 15% for income over R $ 1 billion. The proposal also foresees linear reduction of about 2.5% in tax benefits, with exceptions maintained in strategic areas.

With the measure, the goal is to redistribute the load without compromising the average income taxpayer. The special committee that will analyze the bill was created this week and will be chaired by Deputy Rubens Pereira Jr. (PT-MA). The rapporteur, however, was handed over to Lira, in a political gesture of the mayor, Hugo Motta (Republicans-PB), in thanks to the support during the election of the house.
