During a visit to Baixada Fluminense (RJ) to promote a highway work of the federal government, on Tuesday (16), President Luiz Inacio Lula da Silva (PT) was charged by an audience man on an unfulfilled promise made in 2009, during his second term.
Isaias Nascimento Cardoso, representative of those approved to compose the Federal Railway Police, recalled that Lula had promised to regulate the corporation, provided for in the 1988 Constitution, but that to this day has not left the paper.
The intervention occurred at the end of Lula’s speech, when the president criticized the governments of Michel Temer and Jair Bolsonaro for abandoning works and claimed that Brazil could no longer be treated as the “country of the future”. When interrupted, Lula recognized the theme raised by Cardoso as “fundamental” and said he would seek the video mentioned by him.

The video cited is a record of Lula’s speech in August 2009, during the opening of PAC works in Nova Iguaçu (RJ), when the then president stated that only “details” were missing to legalize the Federal Railway Police, and that the process was already agreed with the Ministries of Justice, Planning and the Attorney General of the Union.
Nevertheless, the corporation has never been regulated. In 2012, during the government of Dilma Rousseff, a concierge from the Ministry of Justice even listing railway public security professionals who would be forcibly integrated, but there were no advances.
Currently, the Security PEC, presented by Minister Ricardo Lewandowski, proposes the creation of a federal road police, which would unify the PRF with the Railway Police.

“We lacked our regulation. They even created a department at the Ministry of Justice, but is closed,” Cardoso lamented after the event.
In the speech of 2009, Lula was accompanied by Luiz Fernando Pezão (MDB), then deputy governor of Rio and currently mayor of Piraí, and Lindbergh Farias (PT), who at the time was mayor of Nova Iguaçu and today he was also present at the event this Tuesday.
In defending the new PAC, Lula stated that the program, launched in 2023, seeks to complete stop works and avoid what he called “administrative irresponsibility”. According to him, in resuming the government, he found works of day care centers and housing units of Minha Casa Minha Vida abandoned.

“This administrative irresponsibility will no longer happen in the country. We can no longer pass a century being treated as ‘country of the future’. It has to be from now, in our daily lives,” said Lula.
