The president of the House of Representatives, Hugo Motta (Republicans-PB), said on Monday (15) that “no one has the right to decide anything alone”, being pressured by allies of former President Jair Bolsonaro (PL) to guide the urgent request for the amnesty project involved in the scammer acts of 8 January.
The statement, made through a publication on social networks, is interpreted as a signage that the theme will not be guided immediately, even after the PL file the application with 262 signatures – five more than the minimum necessary.
“Democracy is to discuss with the college of leaders the guidelines that should advance. In a democracy, no one has the right to decide anything alone. We must also have responsibility with the position we occupy, thinking about what each agenda means to the institutions and for the entire Brazilian population,” Motta wrote in X (former Twitter).
Unfavorable climate
Despite the significant collection of signatures, the vote on urgency still depends on motta, which is not required to include the theme on the agenda. Currently, there are more than 1,000 similar requirements in the House, some of them since 2010.
The project has generated tension between the PL and Parliamentarians of Centrão, which occupy positions in the government of President Luiz Inacio Lula da Silva (PT). Of the 262 signatories of the application, 146 belong to parties who have ministries on the Esplanada.
Last week, the PL leader, Deputy Sostenes Cavalcante (RJ), took the theme to the meeting of home leaders, but there was no consensus to discuss the text. Centrão members considered that “there is no political climate” to discuss amnesty at this time and pointed to resistance from the PT and the ruling base.

Absence
Hugo Motta is abroad on vacation and should return only on Easter Sunday. This week, the conduct of the works of the House is responsible for Vice President Altineu Côrtes (PL-RJ) or Deputy Hildo Rocha (MDB-MA). Both, however, have avoided any movement that may further intensify the clash between government and opposition.
Strategy Change
Faced with the lack of support from leaders to guide the project at the College of Leaders, Sostenes chose to gather individual signatures, a strategy that annoyed Centrão and Centro-right leaders, who classified the initiative as a “bluff”, as the parliamentarian claimed to have consolidated support without actually having it.
Even if the urgency is approved in the House, the bill still needs to go through the Senate. The president of the house, David Alcolumbre (União Brasil-AP), has already signaled that the amnesty is not among the priorities of the moment. Without the end of alcohumbre, Motta is unlikely to be able to take the theme forward, according to interlocutors.

Meanwhile, the focus in the House remains directed to economic and popular impact agendas, such as the exemption of income tax for those who earn up to R $ 5,000 and the discussion about the reciprocity law in international tariffs.
