It is natural to be disappointed with the abilities of countries’ alliances. The 2023 summit on Sustainable Development Goals, Summit of Future and Climate Change have also revealed incomplete commitments from several United Nations 2024 conferences and other recent international gathering.

In such a situation, when Trump is retreating from the international commitments of America, denying multilateral initiatives, creating chaos and confusion in world-business, the question arises whether the conference started in Spain’s Savil will be better in the on Financing for Development (FFD4)?

Of course, the US will also dissolve in color or contempt the agreements made there. But this does not mean that this summit will become useless. In his first term, Trump was withdrawn from the 2015 Paris Climate Agreement in a few months. But this did not end it.

It is true that his speed methods have decreased, but almost all believe that there will be further boom in climate-change without this agreement. Subsequently, in April this year, the US also split from the International Maritime Organization (IMO) to make the shipping industry free from carbon emissions.

He had also warned that if any new fee was imposed on his ships for the use of fuel, he would also retaliate. But still the IMO was successful in sanctioning new fuel standard and global emission price system from 108 countries.

It is clear that countries of the world can take decisions on their common challenges without America. In fact, the absence of America from FFD4 will be beneficial. Because his record has been that he first finds a way for the interests of his multinational companies and then refuses to sign or implement the Yen-Ken-type an agreement. An example of this is an example of the talks on the OECD Global Tax Deal fixed in 2021.

But to achieve success even without America, it is necessary that other countries of the world fill the spaces of global-demolition and express a trusted commitment to multilateral cooperation. Fortunately the first format of the FFD4 Outkam Documents accepts this imperative and pursues many useful and practical proposals.

This document emphasizes raising domestic resources on a large scale. Inadequate control over chronic international tax-system and illegal financial flow is a hindrance in the budget of low and moderate income countries. If these areas are improved, the inequality of income and property will decrease and tax-revenue will increase, which is important for investment in areas of education, health, climate change.

Global efforts to deal with shared challenges of sustainable development have failed. International agreements are insufficient from both prevalence and quality attitudes. The vision that benefits the public sector from private sector funding has also been imaginary.

Today there is a need to adopt a global public investment model, in which all countries contribute to their ability to shared public things. For this, fundamental changes will have to be made in IMF and World Bank.

There is a need to adopt both institutions out of the box, in which the public should be kept above the other eastern interests. Multilateral banks should increase borrowed limits for social, developmental and environmental needs and for this they need sustainable funding.

The major obstacle in this is that the IMF and the World Bank requires a majority of 85% votes for such big decisions and the US can clearly veto with 16% of the votes. Such institutions will remain showy without reforms.

In such a situation, international financial regulators should be strengthened. The private sector should be made accountable to social goals, otherwise there should be a provision of punishment against them. Such measures have also been taken in the era of global capitalism.

To achieve success even without America, it is necessary that the countries of the world fill the spaces of global-elevation and express a reliable commitment to multilateral cooperation. Changes will also have to be made in IMF and World Bank. (© Project Syndicate)
